DHCP OFFER is a layer3 broadcast because the server don'tdoesn't know client Ipthe client's IP, butbut the server knows the client macclient's MAC address. So howwhy does it would besend the OFFER as L2 broadcast?

If anyone ask me about this? - how should I answer? can iCan I say its layer3 broadcast and layer2 unicast?
