I'm studying DRR scheduling algorithm (https://www2.cs.duke.edu/courses/cps214/spring09/papers/drr.pdf) but I don't understand why the deficit counter is always reset to 0 when the list of a flow get empy even if it would be not (I would simply reduce the deficit counter by the packet size if the packet that has been just transmitted)
