I'd like to limit per-endpoint bandwidth on my network to ~10% of available bandwidth, to avoid a single device from consuming all available bandwidth. But I'm not seeing any way to set up a bucketed QoS policy on my Palo-Alto.

I don't want to create 400 policies for 400 endpoints, granting them each 10% of the available bandwidth; I want to set up one policy that caps each endpoint at no more than 10% of the total, but I'm not seeing how to accomplish that, though I've seen that feature in many other QoS systems.
