In the RFC 7323 there is an example about window retraction: https://datatracker.ietf.org/doc/html/rfc7323#appendix-F

The text also says this:

This is a general problem and can happen any time the sender does a write, which is smaller than the window scale factor.

What is that supposed to mean? If in the example instead of sending 40 bytes and then 5 bytes, you instantly sent 130 bytes (window scale factor 128), it would result in window retraction right?
